Uganda Communications Commission (UCC) Cracks Down on Illegal Internet Streaming Devices

The Uganda Communications Commission (UCC) is stepping up efforts against illegal internet streaming devices, following a complaint from Multichoice Uganda, the country’s leading pay-TV satellite provider.

According to a new UCC directive, several unauthorized decoders and IPTV boxes are being imported, sold, and used in Uganda to stream SuperSport and Bein channels illegally—a direct violation of Multichoice’s exclusive broadcasting rights.

Why Is This Happening?

Multichoice, which owns DSTV, has exclusive rights to broadcast SuperSport in Uganda. However, unauthorized devices allegedly allow users to access premium content without a DSTV subscription, effectively cutting into the company’s revenue.

These illegal streaming boxes—often imported from Dubai but manufactured in China—have become a popular alternative for sports fans looking to bypass expensive subscription fees.

What Devices Are Being Targeted?

The UCC’s investigation uncovered several brands of illegal streaming devices being sold in Uganda, including:

  • Starsat SR-4060HD, SR-2090HD Extreme
  • Mediastar MS-M1INI 1111 Forever
  • Senator Ice 2+ 1080 Mini HD
  • Senator Tik Tok Pro Forever
  • Red Tiger Digital Satellite Receiver T3000
  • Digsat DX Mini Combo, DX 1000, and Sunplus receivers

These devices stream copyrighted content without authorization, making them illegal under Ugandan law.

What Happens Next?

The UCC has not yet announced specific penalties for those caught selling or using these devices, but the crackdown signals a major push against digital piracy in Uganda.

For consumers, this could mean stricter enforcement against illegal streaming, while businesses found selling these devices may face legal consequences. DStv has also generally seen a decline in subscriber numbers in the recent years thanks in part to online steaming alternative channels, most of which are actually legal such as Youtube and Netflix. As more Unlimited internet becomes a reality for most home users in Uganda, DStv seems to take a hit from online media competitors.
